ALIS is a strategic leader in developing tailored Homeland Security and Domestic Preparedness programs for Federal, state, and local government agencies, academia and private industry. Our projects reflect our unique solutions.

ALIS has established itself as a Strategic Leader in developing tailored solutions for the complex, and often unique, homeland security and domestic preparedness issues of stakeholders at all levels.

The following summaries represent recent and ongoing projects at Federal, state, and local levels and within the education sector:

Department of Homeland Security:

  • ALIS was selected in October 2006 by the Department of Homeland Security (DHS) to develop a comprehensive planning framework to include development of DHS National Doctrine for Domestic Preparedness to align federal, state, and local, operating relationships; Risk Mitigation and Consequence Management Strategies to better protect the country’s critical infrastructure; and a holistic analysis of DHS transformation activities with the development of a Campaign Plan to set the conditions for operational success.
  • This multi-year project also provides ALIS the opportunity to work in partnership with the Homeland Security Institute (HSI). Our partnership with HSI allows ALIS to capture past and on-going operational assessments as well as consider future technologies, training, and education programs through its informational network across all federal homeland security agencies in the development of the National Doctrine, Risk Mitigation Strategies, and Campaign Plans.

National Guard Bureau, Domestic Operations, Current Operations Group/Operation JUMP START

  • ALIS began this project on Oct 1, 2007. It is a continuation of work commenced in August 2006.
  • Under this multi-year contract, ALIS supports National Guard Bureau leadership and the NGB Current Operations Group with ongoing and future requirements associated with Operation JUMP START and the Southwest Border Security Initiative. There are two primary components to this project:
    • Support current processes and assist in the development of future processes that enable the National Guard to effective and efficiently conduct missions associated with Operation JUMP START. This effort includes on-site support for related operational and administrative requirements.
    • Support the National Guard Bureau by assisting with the establishment of liaison relationships with other local, state and federal agencies affected by or participating in Operation JUMP START including the Department of Defense and Department of Homeland Security. ALIS provides a liaison between NGB and the Customs and Border Protection Agency as part of Operation JUMP START.

National Guard Bureau, Domestic Operations Directorate, Director’s Group

  • ALIS began this project on Oct 1, 2007. It is a continuation of work commenced in May 2006.
  • Under this contract, ALIS provides executive-level support to the NGB J3 Directorate with ongoing and future initiatives designed to enhance National Guard Domestic Operations. ALIS supports the NGB J3 Directorate by:
    • Supporting the NGB J3 Directorate with its implementation of the NGB Joint Staff Strategic Plan.
    • Assisting in the development of authoritative guidance that supports the several states in their planning and conduct of Guard Domestic Operations.
    • Assisting with interagency / intergovernmental coordination efforts and supporting the development of national guidance related to Domestic Operations and Homeland Security.

National Guard Bureau, J3 (Domestic Operations Directorate)

  • ALIS began this project in May 2006.
  • The purpose of this project is to support the ongoing transformation of the NGB Staff into a more fully joint organization; to assist in the development of NGB staff processes and procedures to institutionalize Homeland Defense (HD) / Civil Support (CS) programs and initiatives; and to improve the ability of NGB Staff to effectively interoperate with combatant commands, OSD, the Joint Staff, and Army and Air Force Service components. There are three primary components to this project:
    • Develop and support implementation of a National Guard Joint Campaign Plan for HD and CS initiatives.
    • Provide continual assessment of National Guard Bureau Staff processes and procedures.
    • Provide a liaison between NGB and the Customs and Border Protection Agency as part of Operation JUMP START.

Great Lakes Regional Homeland Security Foundation

  • The Abrams Learning & Information Systems, Inc (ALIS) with a major Midwest university have entered into an agreement that begins the process of establishing a homeland security foundation with a regional focus – The Great Lakes Regional Homeland Security Foundation. The intent of this agreement is to combine the significant research, academic, and engagement program capabilities of a major Midwest university with the homeland security and domestic preparedness capabilities of ALIS to institutionalize a regional, universities-based framework for addressing homeland security issues. The foundation will provide a means for public-private sector cooperation to fund homeland security initiatives. Through the foundation, tax-deductible private contributions will help support local, state, and regional public priorities that the public sector has not been able to support financially.

Commonwealth Homeland Security Foundation

  • ALIS and George Mason University have teamed in the establishment of The Commonwealth Homeland Security Foundation (CHSF). The CHSF is designed to provide private sector funding, from individuals and corporations, for projects in Virginia that are compelling state needs but not currently funded through public financial support.
  • The Foundation is a 501 c (3) organization with a Board of Directors that manages its affairs. Mr. L. Scott Lingamfelter, a retired U.S. Army Colonel and a current member of the Virginia House of Delegates of the Virginia General Assembly, joined ALIS to head the support effort to the CHSF. ALIS is providing project management services to the CHSF through a contractual relationship to plan, raise funds, identify projects, coordinate with State authorities, develop request for proposals and grant solicitation packages, evaluate proposals, recommend grants for funding, measure progress on previously awarded grants, and make reports. El Paso Border Security Center of Excellence

  • As part of a business team with General Dynamics, ALIS provided the necessary strategic thought leadership to advance the planning, funding, and operation of the El Paso Border Security Center of Excellence. The El Paso Border Security Center of Excellence is a joint effort between major industry, government leaders at city, county, tribal, state, and federal levels to develop an institutional capability for analysis of issues relating to Southwestern US border security issues. ALIS developed the vision for the Center of Excellence, the strategy to bring it to fruition, and has been leading the execution of the strategy at all levels from city to federal government.
  • The Center of Excellence – centered on the University of Texas at El Paso and the El Paso Community College – will serve as an institutional capability for the analysis of all issues confronting all agencies conducting security operations along the US Southwest border. While the Center is being developed as an asset for the Southwestern US, it has nation-wide applications as it is the only Center of its type under development within the United States.

State Border Security Operations (2006)

  • In March 2006, ALIS was selected to develop and implement plans for the creation and operation of a Border Security Operations Center (BSOC).
  • Its purpose is to coordinate State Agency participation in Border Security Operations and thereby increase security, reduce crime, and reduce the potential for terrorism along the US-Mexico border area. Toward this end, the BSOC:
    • Develops common situational awareness and understanding of criminal and potential terrorist activities through a timely process of sharing information and intelligence data among all state, county, tribal, and federal agencies committed to border security.
    • Coordinates plans and actions to gain and maintain the collective advantage over criminals or terrorists attempting to operate within the U.S. / Mexico border area.

State Border Security Operations (2006)

  • ALIS is leading the effort for the Governor’s Division of Emergency Management and the Governor’s Office for Homeland Security Border Security Operations
    • Continue the development of the Border Security Operations Center (BSOC)
    • Create plans for – and oversee the execution of:
      • Operations intended to increase interagency Law Enforcement presence on the border to deter criminal activity.
      • Procedures and technologies to reduce cross-border intrusions.
      • Training and credentialing of Special Weapons and Tactics (SWAT) teams to augment local law enforcement agencies within the Texas border area.
    • Additionally support efforts to improve situational awareness / understanding of ways to overcome criminal activities in the border area; ensure common understanding about BSOC Operations among all judicial and LEA stakeholders; and conduct trends analyses of criminal activities and the efficacy of law enforcement agencies in reducing or deterring said activities within the border area.

State Border Security Operations (2006-2008)

  • ALIS, teamed with EWA-IIT, provides a team to man the Border Security Operations Center and the subordinate All Source Intelligence Center. The ALIS Team provides personnel on-site with the Division of Emergency Management leadership and staff. These personnel have the responsibility to provide the operational support to the leadership and staff of the Division of Emergency Management. Additionally, the ALIS Team provides an augmentation staff group that is ready and available to deploy in response to needs for surge operational support requirements.
  • The ALIS Team provides on-site experienced and established leadership to interface with the leadership and staff of the Governor’s Division of Emergency Management. The team leader is the ALIS Director for State Operations with complete access to the resources of ALIS and IIT. The ALIS Team is committed to this opportunity and ensures that the work is performed to the highest quality of standards to meet the sensitive nature of this requirement and represent the interests of the Governor and his administration.
