General John Abrams is an experienced corporate leader who has gained the trust and confidence of government executives, corporate management teams and academic leaders in building teams to reconcile the challenges of homeland security. Trained, educated and professionally developed by the United States Army for over thirty seven years as a leader, strategist, planner, operations and training expert, and technologist, General Abrams rose from private to four star general.
Under General Abrams’ leadership, ALIS is a respected management consulting and technology company that offers the ability to reconcile the needs of government leaders and management teams with a wide variety of innovative management and technology solutions tailored to the client needs that can be readily absorbed in the culture and traditions of the communities and institutions. General Abrams has recruited a corporate team of leaders, functional experts across a wide range of disciplines from corporate America, academia, law enforcement, science and technology, public policy, emergency management, and the military that have the ability to assess the environment, develop solutions and support the client through implementation to achieve stated goals and objectives.
He is a seasoned executive and personally led his corporate team in assessing federal, state and local preparedness challenges and developing integrated solutions that enable leaders and management teams, first responders to achieve homeland security goals and objectives. He is an internationally recognized authority in border security public policy, international agreements and treaties, operations, training and education, and technology integration. He is also a recognized corporate leader in building strategies and programs that are sustainable by government agencies committed to security of their communities and citizens in an age when the challenges of natural and manmade disasters and their consequences are greater and the risk of terrorism and organized crime continues. General Abrams is also a recognized leader among academic institutions in designing programs for work force enhancement as well as leadership development for government and corporate executives.
He continues to serve colleagues in government and industry as a senior advisor for strategies and program development. He currently leads a team of ALIS professionals to support the Under Secretary for Preparedness, Department of Homeland Security to help reconcile the national needs for homeland security doctrine; risk mitigation models for the nations critical infrastructure; and transformation for the Department of Homeland Security. General Abrams continues his commitment to public service by serving as a Commissioner for military affairs to the Governor of Virginia.

As Commanding General, General Abrams was the Army's architect for transformation to meet the Nation's future security needs at a time when the United States was at war in Afghanistan and Iraq and in a global campaign to combat terrorism. As such, General Abrams oversaw the development of new strategies and doctrine for Army operations in contemporary environments; organization of Army operational organizations; development of advanced enabling technologies to enable soldiers and leaders capable of succeeding in a broad range of mission challenges. General Abrams was the architect for transforming how the Army trained and educated its officer corps from Lieutenant to Colonel to enable leader success in future operations. He led the transformation of the institutional base of the Army, which is responsible for training and educating the men and women of the United States Army, the National Guard, the United States Army Reserve, sister services, and allies. The Army’s Training and Doctrine Command annual enrollment exceeded 300,000 students enrolled in over 2000 courses of instruction at twenty-three different schools and training centers. Institutional transformation included development of new learning models, revised curricula, and updated teaching methods that apply information technology-based applications to enable leaders to learn and grow while on the job.

Mr. Jefferis is the ALIS Chief Operating Officer/Chief Financial Officer and a founding member of ALIS. He is an experienced business executive with expertise in Federal Program Development, Public Funding Strategies, Private Funding Strategies, and Contracting. He is an expert in Strategic Alliances, Joint Ventures, Business Partnerships, and Teaming Strategies.
Prior to his position with ALIS, Mr Jefferis was the Deputy Chief of Staff, Resource Management for the Army’s Training and Doctrine Command (TRADOC). In that capacity he performed as the Chief Financial Officer for a major Army Command and was responsible for the integration of financial management, resource management, force design, force accounting, strategic planning, outsourcing, business process reengineering and human resource management.
Previously, Mr. Jefferis served as the Deputy Director for Operations and Support in the Army Budget Office as a part of the Assistant Secretary of the Army (Financial Management). In this position, Mr. Jefferis was responsible for the budget development and integration of the Operations and Maintenance appropriation and the Military Personnel appropriation comprising more than 2/3 of the Army total operating budget. Responsibilities included integration, coordination and communications with resource management office in the Office of the Secretary of Defense, at both the House and Senate Appropriations Committees, and other services.

Mr. Bozek is the ALIS Senior Vice President for Operations and Programs. He is an experienced business executive with expertise in Strategic Alliances, Joint Ventures, Business Partnerships, and Teaming Strategies. Mr. Bozek is a Strategist and Planner who specializes in Strategic and Operational planning; Homeland Defense roles and missions; Domestic Operations planning and policy; National Guard and Reserve Component policy; and project management.
Mr. Bozek joined ALIS in March 2006 as a Project Manager and Senior Analyst. He developed the project team and implemented ALIS support to the National Guard Bureau (J3) Domestic Operations Directorate. In January 2007 he moved to Director for Operations and Programs. In May 2007, he assumed his current position as Senior Vice President.
Prior to joining ALIS in March 2006, Mr. Bozek was a Deputy Program Manager, Project Manager and Senior Analyst at SAIC for over 7 years. Mr. Bozek served in the U.S. Army for over 20 years. He is a 1979 graduate of the US Military Academy and received a Master Degree in Military Arts and Sciences from the U.S. Army School of Advanced Military Studies. He has planning experience on the Joint Staff and the Army Staff and as the Chief of Plans and Exercises for 24th Infantry Division and the 11th Armored Cavalry Regiment.

Leo Rios is the ALIS Vice President for State and Local Government Services and a founding member of ALIS. Mr Rios is a Strategist, Planner, Trainer, and Border Security Expert. He is an expert in international treaties, operational planning, and interagency planning and operations at all levels of government. As an ALIS Vice President, Mr Rios has worked with local, state, tribal, and federal government officials to effectively prepare, deter, respond, and recover from crises by facilitating government understanding of requirements for vulnerability analyses, risk assessments, program design, organizational training, and leader education to meet their security needs.
Mr. Rios has refined his border security expertise through a career of experiences in working strategic and operational border security issues in Europe, South America, and the United States. He has used this expertise in developing and implementing ALIS support to state-level Border Security Operations. He has established concepts and plans for the creation and operation of the Border Security Operations Center (BSOC). He has coordinated Law Enforcement Agencies’ participation in Border Security Operations along the US-Mexico border area. Mr Rios’ expertise in interagency planning and operations and his thorough knowledge Border Security Operations has supported the State in increasing security; reducing crime; and reducing the potential for terrorist entry and / or activities along the US-Mexico border.
Prior to joining ALIS, Mr Rios was a senior analyst with SAIC, supporting a project in Europe with the US Air Force Europe (USAFE) in which he conceived, matured, and proposed concepts for development of the first Air Force Operational Level Warfighting Headquarters.
Mr. Rios retired from the Army with over 30 years of service. While serving in the US Army, he commanded Armored Cavalry Squadron operations along the East-West German Border during the opening of the Iron Curtain. Mr. Rios gained interagency planning and operational experience for border operations while performing missions directed by the National Security Council and while serving as the Deputy Commander, JTF 6. He was selected as the Senior Military Advisor to the US Presidential Envoy for the successful resolution of a South American border conflict – bringing nearly two centuries of armed hostilities to an end. Mr. Rios served in senior staff planner and strategist positions at unified command level; as a special assistant to the Supreme Allied Commander Europe; and as the Chief of the Army’s Training and Doctrine Command (TRADOC), Commander’s Planning Group.

Mr. Bennett is the ALIS Vice President for Human Resources and an original member of ALIS. An experienced business executive, Mr Bennett is a Labor Specialist with expertise in Health Benefits, Employment Agreements, and Recruiting. As the Director of Human Resources, Mr Bennett directs the development, implementation and coordination of policies and programs covering the following: employment, wage and salary management, incentive compensation, executive compensation, organization development, indoctrination and training, placement, safety and health, benefits and employee services. He has originated human resource policies and practices, which will provide a balanced program throughout the organization. He personally maintains overall supervision of ALIS recruitment, placement and assured compliance with Equal Employment Opportunity regulations. Mr Bennett exercises general supervision over all organization benefit programs and services and administers organization health and safety programs.
Mr. Bennett joined ALIS in 2004 as an Associate Project Manager and Senior Analyst. He was part of a project team that assisted the National Guard Bureau in the establishment of two National Joint Interagency Training Centers and the development of a master training plan that focused on the training and education strategy for homeland defense within the National Guard Bureau. He also was part of a team that designed a common Center of Excellence (CoE) organizational model for the centers and schools within The U.S. Army Training and Doctrine Command. He was promoted to Director for Human Resources in June 2006 and to Vice President in May 2007.
Mr. Bennett developed his Human Resources expertise with years of executive level experiences. Prior to joining ALIS, Mr Bennett held senior positions for four years in the Executive Office of the President, The White House, as the Deputy Chief of Staff and the Principal Personnel Assistant to the Director of the Office of National Drug Control Policy. For over one year he was the Vice President for Human Resources at Global Learning Systems, Inc.
Mr. Bennett served in the US Army for over 25 years as an Infantry Officer. He held command and staff positions in a variety of infantry units to include the 82nd Airborne Division and the 101st Air Assault/Airborne Division. He was the Deputy Personnel Officer for the Commander of US Southern Command in Panama.

Tom Teague is the ALIS Director of University Programs. Mr. Teague is an experienced business executive with extensive background and expertise in business, law, higher education and government service. His responsibilities with ALIS include the integration of academic, philanthropic, governmental and business opportunities to support various efforts to make our nation more secure. His current point of emphasis is focused on the creation of sustainable private-public sector models for the purpose of funding training, research and technology transfer programs with leading universities across the country.
As an entrepreneur, he has helped found several successful new businesses in the technology and insurance market spaces. One company, United Educators, has become the dominant provider of insurance within higher education in the United States. He has also led technology firms in digital information systems and command and control software development.
As an educator, Teague has served as a university vice president, association president and deputy director of the Leadership Center of the Americas. He has also been a professor in the field of political theory. He is a graduate of Anderson University, the University of Oklahoma, and Indiana University Law School. He was also the senior law partner in Teague, Cole, Hamer & Pistole in Anderson, Indiana. Mr Teague did post-graduate studies at the Kennedy School of Government at Harvard University.
His governmental activities include service in Vietnam as an Air Force Captain, the Indiana General Assembly where he became state senate majority leader, and chief of staff to the Mayor of Fort Wayne, Indiana.

Stan Hudson is the Director of National Guard Programs. Mr. Hudson is an experienced business leader who has managed high performing organizations for the past fifteen years. He has extensive experience in resource management, strategic and operational planning, disaster preparedness and response, safety management and systems, and research and analysis. Mr. Hudson has worked closely with National Guard, and Active and Reserve Components of the Armed Forces at the local, state and federal levels.
Mr. Hudson joined ALIS in 2006 as a Senior Analyst, and serves as both Project Manager and Director of National Guard Programs. He is the lead consultant and project manager for the ALIS NGB team’s efforts in support of: (1) the development and implementation of the National Guard Bureau Domestic Operations (J3) Joint Campaign Plan, a strategic initiative designed to enhance the National Guard’s support of domestic operations; (2) the development of a capstone document titled Concept for Domestic Operations; and (3) the National Guard’s participation in border security operations with the Customs and Border Protection Agency.
Mr. Hudson completed 27 years of distinguished service in the United States Navy. He served in leadership positions of increasing responsibility, commanding an aviation squadron, a base installation, and ended his career as the Deputy Chief of the Navy Reserve. He is a 1979 graduate of the United States Naval Academy, and holds a Master of Business Administration from National University and a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces.
