Dr. James Carafano and L. Scott Lingamfelter
On Tuesday, October 28, 2008, Dr. James Carafano, a leading expert in defense and homeland security at The Heritage Foundation, was the featured guest speaker at the ALIS Professional Development Seminar. The Commonwealth Homeland Security Foundation President, L. Scott Lingamfelter, introduced Dr. Carafano to an audience of ALIS team members and leaders in government and industry. Dr. Carafano outlined the five targets for the successful establishment of the national homeland security enterprise: empowering a national culture of preparedness, strategically building and sustaining a resilient national infrastructure, expanding international cooperation on homeland security programs, developing a framework for domestic intelligence, and establishing national professional development programs on security and public safety. Dr. Carafano also discussed the findings and reasoning behind the creation of “Homeland Security 3.0: Building a National Enterprise to Keep America Free, Safe and Prosperous,” a report he co-wrote with David Heyman which concludes that the security of the United States depends on having an agile and seamless homeland security enterprise, not a reorganization of DHS (or their roles or missions).
