Strategic Planner/Operator

ALIS is currently seeking a Strategic Planner/Operator to serve as a member of a high performance team of advisors responsible for coordinating interagency plans, operations, and requirements with state, local, tribal, and federal agencies in support of the execution of State policies and strategy to secure the U.S.-Mexico border in Texas. Develop new concepts, solutions, and capabilities to address evolving threats to border security. Direct and facilitate the preparation, coordination, and implementation of: border security campaign plans and contingency plans; training curriculum; and concepts and methodologies for control and oversight of border security operations. Develop and implement a mission cycle process that: identifies operational requirements; facilitates Course of Action (COA) development; achieve consensus; codify procedures as required; coordinate operational planning; oversee the conduct of operations; and incorporate After Action Reviews (AARs). Duties will include directing the efforts of other staff personnel on designated projects. Responsible for coordinating security operations across multiple unified commands. Identifies and resolves unique issues where no policy exists and takes innovative action to address emerging needs. Must be able to adapt to changing organizational priorities in a dynamic environment.
Qualified individuals should have a Masters degree or and at least 15 years of of experience in operations assessment and planning, preferably at the interagency and/or multi-jurisdictional levels in a homeland security, law enforcement or military environment. SAMS/SAWS Graduates HIGHLY desirable. Experience in the following:
• Facilitating multi-agency and/or multi-jurisdictional coordination and communication
• Managing multiple programs/ projects in a collaborative environment;
• Employing analytical research skills such as information gathering, trend analysis, and project benchmarking, used to identify and analyze operational gaps;
• Communicating operational concepts verbally and in writing at the senior executive level; and
• Work within a project team in a collaborative environment.
Homeland security or law enforcement experience required. Knowledge of the Nation’s issues highly desirable. Leadership experience in a law enforcement or military environment desirable. Experience in the meeting contract requirements within the government and private sectors helpful.
Some local travel is required.
