Senior Planner/Instructor

ALIS is currently seeking a Planner/Instructor to lead and manage the company program, projects and project teams focused on interagency planning and the training and education of planners across DHS and the Federal Interagency to include: entry-level planners, experienced planners, and leaders of planning teams. The right candidate will employ a wide application of principles, theories, concepts, and techniques to develop innovative solutions to problems. Provide expert advice, assistance, or guidance in support of programs and projects. Apply expert knowledge to gather facts, research and analyze the data, and develop conclusions and recommendations. Responsible for business development, program and project management for all planning, to include training and education, related projects. Lead and manage projects and project teams that have the responsibility to facilitate efforts of intra-department and inter-agency planning teams to solve complex problems through a structured planning process to develop written plans. Develop programs of instruction and teach planning doctrine and planning skills to entry-level planners, experienced planners, and leaders of planning teams.
Qualified individuals should have a Masters degree and at least 15 years of experience in planning and operations, as well as expertise in post graduate level instruction. SAMS Graduates HIGHLY desirable. Experience in the following:
- Strategic and operational planning;
- Project management and business development;
- Employing analytic research skills such as information gathering and analysis and course of action analysis and comparison;
- Facilitating decision making and communicating operational concepts verbally and in writing to senior executives;
- Designing curriculum and courseware development;
- Instructing at the post-graduate level;
- Working within a project team in a collaborative environment;
- Meeting contract requirements within the government and
Familiarity with the Incident Command System and National Incident Management System is preferred. Experience interacting with the Department of Homeland Security, Department of Defense, and other Federal Departments/Agencies is highly desired.
Travel may be required.
Secret clearance or ability to pass background investigation is required
