ALIS President’s Biography

John N. Abrams

General, United States Army (Retired)

General Abrams served as the Commanding General of the United States Army’s Training and Doctrine Command at Fort Monroe, Virginia, before retiring from active duty on January 1, 2003, after more than thirty six years of service.

General John Abrams is an experienced corporate leader who has gained the trust and confidence of government executives, corporate management teams and academic leaders in building teams to reconcile the challenges of homeland security. Trained, educated and professionally developed by the United States Army for over thirty seven years as a leader, strategist, planner, operations and training expert, and technologist, General Abrams rose from private to four star general.

Under General Abrams’ leadership, ALIS is a respected management consulting and technology company that offers the ability to reconcile the needs of government leaders and management teams with a wide variety of innovative management and technology solutions tailored to the client needs that can be readily absorbed in the culture and traditions of the communities and institutions. General Abrams has recruited a corporate team of leaders, functional experts across a wide range of disciplines from corporate America, academia, law enforcement, science and technology, public policy, emergency management, and the military that have the ability to assess the environment, develop solutions and support the client through implementation to achieve stated goals and objectives.

He is a seasoned executive and personally led his corporate team in assessing federal, state and local preparedness challenges and developing integrated solutions that enable leaders and management teams, first responders to achieve homeland security goals and objectives. He is an internationally recognized authority in border security public policy, international agreements and treaties, operations, training and education, and technology integration. He is also a recognized corporate leader in building strategies and programs that are sustainable by government agencies committed to security of their communities and citizens in an age when the challenges of natural and manmade disasters and their consequences are greater and the risk of terrorism and organized crime continues. General Abrams is also a recognized leader among academic institutions in designing programs for work force enhancement as well as leadership development for government and corporate executives.

He continues to serve colleagues in government and industry as a senior advisor for strategies and program development. He currently leads a team of ALIS professionals to support the Under Secretary for Preparedness, Department of Homeland Security to help reconcile the national needs for homeland security doctrine; risk mitigation models for the nations critical infrastructure; and transformation for the Department of Homeland Security. General Abrams continues his commitment to public service by serving as a Commissioner for military affairs to the Governor of Virginia.
